My country, Afghanistan, has suffered from many decades of widespread political and civil strife, in large part, I believe, because we have not enjoyed adequate public administration of national resources. Thus, I hope to do what I can as an Afghan professional to rectify this problem and work to eventually provide as many Afghans as possible with the benefit of a government that well-trained administrators professionally administer.
My concern is primarily the Afghan Diaspora, those who have found a second home somewhere else, especially in the USA, and particularly California. Since I have not taken the GRE, I ask for a waiver of this examination - given that I have extensive qualifications and work experience to complement my education, including at the graduate level. Thus, I am asking for admission to study for the master's degree in public administration at my first choice for graduate school, the flagship program in California in Public Administration, the University of XXXX. Doing most of my academic work online is imperative at this stage of my career and with its professional responsibilities. Earning my master's degree at UXX will enable me to make my maximum contribution to Afghanistan and its people, a country with a long, troubled history, most recently hosting the longest-running war in US history. I hope to contribute to creating conditions on the ground that would enable the 15,000 US soldiers still in Afghanistan to come home, which is what all Americans want.

As a result, I have developed an excellent grasp of the grave challenges facing us in Afghanistan in Public Administration. Raised in Kandahar, the home province of the Taliban, violence, and terror is routine in my community of origin. This was a prominent factor in why I decided that it would be a promising idea for me to attend college in neighboring India, where I earned my MBA to complement my undergraduate studies, also in Business.
As part of my professional responsibility, I organize trips every three months to California, where I spend extended periods working with my colleagues to resolve the issues of those Afghan residents of the USA that have consular needs to attend to. As a professional administrator, I take pride in my dedication to lifelong learning. I feel a great deal of gratitude to the USA for the help they continue to provide to Afghans. I shudder to think where we would be if that friendship and assistance had not occurred. I want to follow the lead of the USA and promote professionalism in every environment where I work and contribute to the implementation of organizational strategies. I have now spent six years working for the Afghan government, and it is a joy to continue to learn to improve my capacity to serve my people as an administrator.
